ECA: assessing foreign credentials for Canadian immigration

If a diploma was obtained outside of Canada, the immigration system sometimes needs to determine which Canadian level it qualifies for.

For this purpose, the Educational Credential Assessment (ECA) is used.

She answers a specific question:

What completed level of education in Canada does your foreign diploma, degree or certificate qualify for?

ECA may be needed to:

  • fulfill the requirements of a specific immigration program;
  • get points for foreign education;
  • receive additional points for the foreign education of your spouse or partner, if the program provides for this.

ECA does not provide a professional license or guarantee that you will be able to practice your profession in Canada.

This is a comparison of your foreign education with the Canadian level

Let's imagine that you have a diploma from another country.

It may read:

  • Bachelor;
  • specialist;
  • master;
  • college diploma;
  • professional qualification.

But the Canadian immigration system does not determine the level solely by the title of the foreign document.

An organization officially authorized by IRCC to conduct such assessments reviews your documents and issues a report.

It states Canadian equivalency.

It is this result that is used where an immigration program requires an ECA.

ECA and recognition of a profession are two different things

An immigration assessment does not grant the right to work in a regulated profession

The ECA helps the immigration system determine educational attainment.

It does not guarantee that you:

  • get a job in your specialty;
  • be able to use a regulated professional title;
  • get a license;
  • You will automatically undergo professional registration.

For example, a doctor, architect or pharmacist may need an ECA to immigrate and then a separate licensing process in the province where they intend to practice.

Main difference:

ECA confirms educational qualifications for immigration. A professional license confirms the right to work in a regulated profession.

When is ECA needed in Express Entry?

For foreign education, it can affect both eligibility and points

If education was completed outside of Canada, ECA is especially important in several situations.

Federal Skilled Worker (FSW) Program

If you are a primary applicant using foreign education to qualify for the Federal Skilled Worker (FSW) program, you must have a current ECA.

Express Entry Points

To receive CRS for foreign education, you need an ECA result.

CRS is the scoring system by which Express Entry compares candidates.

Spouse’s or partner’s education

If your spouse or partner is traveling with you and you want to receive additional CRS for his or her foreign education, that education also requires a valid ECA.

When ECA is not needed

No ECA is required for a Canadian diploma, degree or certificate.

Is ECA needed in all immigration programs?

No

ECA is used in many economic programs, but there is no rule:

“If you have a foreign diploma, you always need ECA.”

For example, the assessment of foreign education may be important in:

  • Express Entry;
  • Atlantic Immigration Program (AIP);
  • Rural and Remote Communities Pilot Program (RCIP);
  • Francophone Community Pilot Program (FCIP);
  • individual provincial programs.

But the purpose and requirements may differ.

Therefore, first they check the rules of a specific program, and only then order an ECA.

Which diploma to evaluate

In most cases start from the highest completed level

For Express Entry, IRCC indicates that assessing the highest level of education completed is usually sufficient.

For example, if you have:

  • bachelor's degree;
  • then master's degree;

and you want to declare master's level education, master's degrees are usually assessed first.

This does not mean that a previous degree will never be needed.

There are situations where it makes sense to evaluate multiple documents.

When to evaluate two or more diplomas

If you want to use the category "two or more degrees"

Express Entry has a separate level:

two or more certificates, diplomas or degrees.

To use this category:

  • you need a valid ECA for each foreign educational credential you claim in this combination;
  • at least one of them must be for a program of study lasting 3 years or more.

The order in which you received these documents does not matter.

That is, simply having two diplomas is not enough. If you want to receive credit specifically for a combination of two entities, each foreign document used must have an appropriate ECA.

When might it make sense to evaluate a school's education?

If education after school has not achieved the expected Canadian equivalent

Sometimes a foreign high school diploma is not recognized as completed Canadian post-secondary education.

IRCC indicates that in such a situation, a School Certificate assessment may be considered to obtain at least a Canadian high school level.

This does not need to be done automatically.

First, they look at the actual higher education ECA result and the rules of your program.

Who is eligible to conduct ECA

Not every appraisal company is suitable for immigration

IRCC only accepts ECAs from organizations or professional bodies that it has formally designated for this purpose.

For most candidates, there are five organizations available for September 2026:

Comparative Education Service (CES)

School of Continuing Education, University of Toronto.

International Credential Assessment Service of Canada (ICAS)

IRCC designated organization for assessing foreign education.

World Education Services (WES)

IRCC designated organization for assessing foreign education.

05

International Qualifications Assessment Service (IQAS)

IRCC designated organization for assessing foreign education.

06

International Credential Evaluation Service (ICES)

British Columbia Institute of Technology.

All five have official IRCC status to conduct ECAs.

How to choose an organization

There is no universally “best” organization

The five organizations differ:

  • cost;
  • deadlines;
  • methods of transferring documents;
  • rules for specific countries and educational institutions;
  • translation requirements.

These conditions are changing.

Therefore, before paying, you should check:

  1. does the organization work with documents from your country;
  2. what type of ECA is needed for immigration;
  3. who should submit an academic transcript;
  4. whether electronic transmission is permitted;
  5. is translation needed?
  6. What are the prices and terms in effect now?

Don't choose an organization just because someone said it was "the fastest" a few years ago.

It is important to order an assessment for immigration purposes

Another type of report may not be suitable for IRCC

The same organization can offer different types of assessment:

  • for admission to an educational institution;
  • for the employer;
  • detailed assessment of individual academic disciplines;
  • ECA for immigration.

An immigration application requires a report that the organization issues for immigration purposes.

If you already have an old report of a different type, sometimes the organization can reissue it. But the possibility depends on the specific service and the rules of the organization.

Always check the purpose of the report before paying.

Special rules for architects, doctors and pharmacists

In some cases, a conventional appraisal organization is not suitable

For certain regulated professions, the IRCC requires a dedicated professional body.

Architects - NOC 21200

If your primary declared occupation is an architect and the proposed work requires a professional license, the assessment must be conducted by the Canadian Architectural Certification Board (CACB).

If a license is not required for your position, in some cases you can use one of the regular organizations.

IRCC is also maintaining a separate transition rule for certain existing architect ECAs issued by another designated organization until October 31, 2024.

Doctors - NOC 31100, 31101, 31102

If your main declared profession falls into the following categories:

  • specialist in clinical and laboratory medicine;
  • specialist surgeon;
  • general practitioner or family doctor;

The major medical degree must be assessed by the Medical Council of Canada (MCC).

Pharmacists - NOC 31120

If your primary declared occupation is a pharmacist and requires a license to practice, the assessment must be conducted by the Pharmacy Examining Board of Canada (PEBC).

If the job does not require a pharmacist license, such as a stand-alone position in the pharmaceutical industry or the public sector, the regular organization designation may apply.

How to get ECA

The path to ECA consists of seven steps.

    Step 1. Check if ECA is right for you

    Define your goal:

    • compliance with program requirements;
    • getting points;
    • both options.
  2. 02

    Step 2. Decide what education to evaluate

    One highest level or several documents if you want to use the “two or more education” category.

  3. 03

    Step 3. Select an organization

    A regular IRCC listed body or a specialist professional body if required by your profession.

  4. 04

    Step 4: Order an assessment for immigration purposes

    Do not choose another type of academic assessment by mistake.

  5. 05

    Step 5. Send documents according to the organization’s instructions

    Each organization has its own procedure.

  6. 06

    Step 6. Get the ECA report

    Check:

    • name;
    • what education is assessed;
    • Canadian equivalent;
    • date of issue;
    • report number.
  7. 07

    Step 7. Use the result in your immigration application

    For example, in Express Entry the ECA result and report number are indicated.

Who sends the documents: you or the educational institution

There is no universal rule

The order depends on:

  • selected organization;
  • countries;
  • educational institution;
  • document type;
  • availability of electronic transmission.

Sometimes some of the documents are uploaded by the candidate himself.

Sometimes the academic institution must send the academic transcript directly.

Sometimes electronic transmission through a special system is allowed.

Sometimes you need a sealed envelope.

Therefore, do not copy someone else's WES, IQAS or other organization's instructions without checking.

Follow the instructions of the selected organization for your application.

Is it necessary to translate diplomas and academic transcripts?

It depends on the language of the documents and the rules of the selected organization

If the documents are not in English or French, the organization may require translation.

But the rules may differ:

  • who can make the translation;
  • which pages to translate;
  • how to submit the translation;
  • Should the translation go along with the original?

Translation of documents for ECA and translation for subsequent submission to IRCC may be subject to different rules.

First comply with the requirements of the organization that is doing the ECA. Then check the IRCC rules separately for the immigration application itself.

What to look for in the finished report

The most important information - Canadian equivalent

Do not focus only on the name of the foreign diploma.

The report should look for how the organization assessed education in the Canadian system.

For example, the result might be:

  • high school;
  • a one-year after-school program;
  • two-year program;
  • Bachelor's degree or study program lasting 3 years or more;
  • two or more entities;
  • master's level;
  • a professional degree, which is a separate category in Express Entry;
  • PhD.

This is the result that is then compared with the education options in Express Entry.

ECA may not give the result you expected

The title of a foreign diploma does not automatically determine the Canadian equivalent

For example, the word "master" on a foreign diploma does not guarantee that the ECA will provide the Canadian equivalent of a master's level.

The result depends on the evaluation of the specific program and document.

Therefore, before receiving the report, you cannot promise:

"This diploma will definitely be recognized as a Canadian master's degree."

Correct approach:

get the ECA first, then use the wording from the report.

How long does ECA last?

For Express Entry - 5 years from the date of issue

IRCC accepts ECA for 5 years.

For Express Entry it must be valid:

  • when you create or update a profile;
  • when, after an invitation, you apply for permanent residence.

If the ECA has already expired by the filing date, it cannot be used as valid.

IRCC explicitly warns that an application with an expired ECA may be rejected.

Can an old ECA be reused?

Yes, if it is still valid and was made for immigration purposes

There is no need to automatically order a new assessment just because the report is several years old.

Check:

  1. date of issue;
  2. whether 5 years have passed;
  3. whether the assessment was made for immigration purposes;
  4. does it relate to the education that you now want to apply for;
  5. Is it necessary to additionally evaluate the second diploma?

IRCC confirms that a current ECA for immigration purposes can be reused in Express Entry.

What to do if the ECA is about to expire

Look at the future filing date, not today

Let's imagine:

  • today the ECA is still in effect;
  • you create an Express Entry profile;
  • after a few months you receive an invitation;
  • by the filing date the ECA had already expired.

In such a situation, a problem arises.

Therefore, even before creating a profile, it is useful to check whether the remaining period is sufficient.

If the ECA is about to expire, contact the organization that issued it and inquire about the possibility of reissuing or updating the report.

How ECA Affects Express Entry Scores

Points are determined by Canadian equivalent

After receiving the report, Express Entry selects the level of education that matches the ECA result.

The system distinguishes, for example:

  • high school;
  • one year of education after school;
  • two-year education;
  • Bachelor's degree or program lasting 3 years or more;
  • two or more educations;
  • master's level;
  • a professional degree, which is a separate category in Express Entry;
  • PhD.

You can't choose a master's level just because that's the name of your foreign diploma.

First you need to compare the ECA result with the official IRCC table.

Does your spouse or partner need an ECA?

Not automatically

The mere fact that a spouse is included in the application does not mean that he or she necessarily needs an ECA.

In Express Entry, your spouse's foreign education rating can be used if you want to get extra credit for his or her education.

Before ordering it makes sense to check:

  • how many points will it give;
  • whether an ECA is required for a spouse under another program;
  • whether the report will have time to be ready and remain valid.

ECA and professional license

Don't count on one procedure to solve both problems.

Immigration and occupational licensing have different purposes.

ECA helps the immigration system evaluate education.

The professional regulator may separately require:

  • own document verification;
  • exams;
  • language confirmation;
  • practice under professional supervision;
  • work experience in Canada;
  • registration;
  • additional fees.

If the profession is regulated, check separately with the requirements of the professional regulator in the province where you intend to work.

Common mistakes

Order the wrong type of assessment

Immigration requires an ECA, which IRCC accepts for immigration purposes.

Evaluate the wrong diploma

The highest level and two or more education categories may require different documents.

Claim two degrees but only have an ECA for one

For the two or more category, a valid rating is required for each foreign document used for that category.

Use ECA after expiration

For Express Entry, this may result in denial.

Select an organization without IRCC status

Such a report may not be suitable for immigration purposes.

Not checked by a special professional body

An architect, physician, or pharmacist may require a CACB, MCC, or PEBC in certain situations.

Treat ECA as a license

It does not provide the right to work in a regulated profession.

Decide for yourself what the result is

Use the report language and the official IRCC table.

Order a new ECA without having to

First check if the old report is valid for immigration purposes.

Practical examples

Situation 1. Bachelor's + Master's degree

The candidate wants to get credits for the master's level.

Usually, the highest level, the master's degree, is assessed first.

If the ECA certifies a Canadian master's level equivalent, an undergraduate assessment is not usually needed for this specific purpose.

Situation 2. Two separate educations after school

The candidate wishes to use the "two or more degrees" category.

An ECA is required for each foreign document used in this category.

At least one must be from a program of study lasting 3 years or longer.

Situation 3. ECA gave a lower level than expected

Express Entry uses the ECA result.

You cannot choose a higher level instead just because the foreign diploma has a different name.

Situation 4. Doctor, architect or pharmacist

Before ordering a WES, IQAS, CES or other routine assessment, you should check to see if IRCC requires a specific occupational body for your primary occupation and intended licensable work.

  1. For which immigration program do I need an assessment?
  2. What diploma or degree do I want to use?
  3. Do you need to evaluate one document or several?
  4. Is my profession subject to special rules for architects, doctors or pharmacists?
  5. How does the selected organization require documents to be transferred?

If these questions are not yet answered, it is better to first understand the purpose and then pay for the ECA.
